Did Giro Go Too Far In Relegation Of Masnada?

Androni Giocattoli-Sidermec rider Fausto Masnada was in the breakaway on stage nine of the 2018 Giro d'Italia, racing for KOM points.

After his chain dropped going into the KOM, his teammate Davide Ballerini—along with a fellow breakaway partner, Dimension Data's Natnael Berhana—pushed Masnada over the line so he would receive the maximum points. 

After reviewing the assist, Giro commissaries relegated Masnada to sixth on the KOM instead of first. Did the commissaries go too far in relegating Masnada?
